Each administrative secretaries have been allocated a district for how they will have to become partners in the development of the state. He will visit these allocated districts at regular intervals. Apart from this, it has been made mandatory for all administrative secretaries to attend the Janata Darbar once a week to know and resolve the problems of the people.

According to the General Administration Department, Jammu and Kashmir, Lieutenant Governor GC Murmu have taken this step only to make the outreach program fully effective. As per the directions of the Lieutenant Governor, the Janata Darbar days have also been fixed for all administrative secretaries.
